Why is Casey the last, but both Lester and Jeff before him? Same goes to why is Ellie behind those two, but Devin is put before Lester and Jeff. Makes no sense, John Casey should have been atleast third.

That would be the correct order. Maybe I would put Beckman above Lester and Jeff, as she seems to be more important in many episodes.
I don't know them, but I am aware that in the heavily unionized world of Hollywood there are very clear agreements with SAG (Screen Actor's Guild) on how and when each actor's credits appear and how they are referred to in the credits. As the series leads, Zach and Yvonne go first. Sarah Lancaster and Adam Baldwin are both at the end of the credits because of how they are classified under SAG rules. Last means that they are given special notice, i.e. they have both been in other successful shows and are actually second only to the leads as far as their contracts and other aspects of their participation in the show. It's along the lines of who goes up for lead actor or supporting actor in the Emmy's.
At the time of the premiere, Adam Baldwin had the most work in Hollywood (he was the titular character in 1980's My Bodyguard) and Sarah Lancaster had completed a long stint on Saved by the Bell. Typically, the most famous actor in the group will get a "and Adam Baldwin" in their credit to emphasize their importance regardless of role, just like Jennifer Aniston got a "and Jennifer Aniston" in Office Space because of how popular Friends was at the time.
This is especially true if the most famous actor in the list isn't the main character. And since Chuck and Sarah were the most important characters in the show (at least in terms of plot) Zac and Yvonne were listed first and second.

Yeah I didn't know the reason, but I did know that it is pretty much traditional. Same as with on Smallville, John Schneider was billed last BECAUSE he was one of the biggest names on that show at the time. See it in a lot of shows when you look around. Adam Baldwin pretty much had the most prestige at that point.
To Love and win is the best thing. To Love and lose, the next best.
