One thing I didn't get


I'll start by apoligizing if this has been asked before, but I just watched this movie last night and one thing that I didn't understand was Ciro's story, why was he paying the people living on that building, or more accurately, why was the Mafia paying them?

It's because they were relatives of imprisoned Mafia members.

Right, it's more "shut up" money than anything else. They keep the parties who have been injured emotionally by the mafia quiet about it by keeping them with a roof over their heads and enough money to live on. It's more than they could probably get on their own, and from the mafia's point of view, it's a far cheaper to keep everything quiet.
