I Didnt understand this character
Who was the weak middle aged man handing out money to residents of the housing estate.
Who was he working for? I didnt get his role in scheme of things at all?
I wasn't 100% clear on what exactly he was doing either until I visited Wikipedia and saw that he was working as a middleman, collecting protection money and distributing payouts to the family members of imprisoned criminals.

That's right. He was also with the "old order", the Di Lauro clan. The scissionisti were however growing more and more influential so he switched allegiances at the end, leading to the stick up at the Di Lauro treasury.
