The killer, like you said, should have worn a mask in the hotel and when he killed her parents. I think Michael, Claire's boyfriend, should have been the man under the mask and not the teacher like we were lead on to believe and this is how I would've written it.
He was driven to kill Donna's parents because he, like the teacher, became obsessed with her and when he asked her out she turned him down because she had a boyfriend. After Michael killed Donna's parents, in an attempt to ultimately kill her, he started to date Claire so he could still be close to Donna. The teacher in the insane asylum is going crazy knowing the girl he 'loves' is still in danger. So he decides to escape to 'protect' her. Michael hears that the teacher has escaped and decides this would be the best time to kill Donna. So during prom he kills all of his friends before he attempts to kill Donna to make it look like the teacher. Then after Bobby was murdered in Donna's bed the cops enter the house and while Detective Winn is talking to Donna we see the masked man come out of hiding and stab Donna and Detective Winn, she eventually live and he dies. The masked man jumps out of a second story window and before he takes a step we see him stabbed in the throat by the teacher. The cops find a suicide note on Michael that explains why he did what he did.
We would really only have seen the movie from Donna's point of view so as an audience when everything is revealed at the end we would be shocked to find out it was Michael.
