The cartoon you are referring to is Hollywood Picnic, a 1937 Columbia Color Rhapsody. I reviewed the cartoon here on the IMDB, as it is one I have on 16mm film. It used to be on YouTube, but it is no longer there. It shows up from time to time on e-Bay in 16mm format, because someone used to run off copies - and good ones at that - and sell them. So there are copies out there. As to finding it anywhere else, all I can say is "good luck." It has always been a favorite of mine because of the snappy music and fun little dance numbers.
It's back on youtube and very good.
