What is REALLY going on the movie?

Do we ever get to see what is actually going on, why Cox was terminated and what information the CIA think the different people are holding? Or is the movie just supposed to show how a misunderstandning can have chaotic effects?

Yes, your latter question is correct. The information was just his memoirs and financial information that his wife downloaded on to the CD.
