At first I thought they borrowed a ward of the state from a nearby retirement home, but if you look closely you can plainly see the piece of plastic that you pull out and blow into.

Sure looked like Robert Altman to me, but he died in Nov 2006. However I would not put it past the Coen Bros. to 'Weekend at Bernies', in the name of their art, of course.
