The Russian guy said Linda and Chad were not ideological, what did he mean ?

It meant they had no political affiliation, or no moral or social objective to speak of.

They were not driven by an agenda. They only wanted money.

They weren't selling information because they sympathized with the Soviet cause; it was only for the money.
