Question: Vampire (Spoilers)

Let me first say I've seen the film a bunch of times, I love the film but there's just one thing that never seems to make sense. So during the parade we come upon a couples making out, go down an alley and find a girl in a masquerade mask going at it with a guy in a cape and mask as well. They seem to be having a good time but then all the sudden you realize he's biting her and has fangs. She notices this and all of the blood and runs off, almost gets help but is shrugged off by Emma and her husband and then the vampire dude shows up again and kills her, leaving her in plain sight. This all seems really straight forward and if they had left it there it could have just been a good mystery but they didnt.

We realize during the werewolf scene that the vampire is Mr. Wilkins and here's where I'm confused. Why did he murder that girl and especially why did he do it by drinking her blood. This doesn't fit with his character as we know him so far and changes not only his M.O. but his victim range. I just dont understand the whole vampire part. Is he a vampire? Does he just like drinking blood? Or Is he just a weird serial killer that can't stick to his own M.O.? I feel like this whole part could have been deleted and it wouldn't have changed the story at all, instead it just made things more confusing when it comes to his character.

I've looked up the plot in detail on numerous websites but none of them mention this part of the story, they just skip over it.

If anyone has any better insight into this plot point I would greatly appreciate it because it's bugged me for years. I'd like some answers even if they're not canon and just what you think is going on. Thank you!

He couldn't have been a real vampire, because his fangs were fake. I think Wilkins was shoehorned into the vampire character simply to connect stories together.

I think he bit into her with his fangs and there's probably a knife that we didn't see doing the rest of the stabbing. But he wasn't really drinking her blood I think. It seemed he was just acting the part for his own amusement. It was done to throw the audience off and make us extra worried when he starts stalking Anna Paquin's character.

He's not a vampire. He just embodies that fear that we don't REALLY know that man behind the mask (who would ever guess that the sweet principal hands out contaminated candy?/who would ever guess that the guy in the mysterious costume would be a killer?) and he's ultimately taken out by an even bigger and badder monster in a costume. That's the reason it makes sense to me for why he shows up in the werewolf story. The principal and the werewolves hide who they are.

I have to agree with you. As much as I love this movie, and Dylan Baker's performance as Wilkins, his character doesn't make much sense.
I imagine that the intent was to try and make it appear that Wilkins was the only killer in the movie. If you think about it, Wilkins has a much higher body count than Sam. He takes out at least two children and his date before meeting his match with Laurie. Poor Sam only gets to take out one lady for blowing out a jack-o-lantern and that is shown from the killer's perspective so some people might not have known it was Sam. Also, I didn't like how Wilkins and his son are going to carve the kids head into a jack-o-lantern like Sam had done to Emma. Again, probably all done to try and keep the audience thinking it was actually Wilkins killing Emma at the beginning of the movie. We see Sam several times before the reveal that Wilkins not only was the man in black but also that he is going to die, but never acting like a killer so that when he attacks Mr. Kreeg some people would have been surprised.

I could be entirely wrong on this because I have only ever seen the film once, but I was under the impression that Mr. Wilkins was the child dressed up as a vampire in the school bus scene. Granted this could be easily disproven if we see the vampire kid along with the resurrected children.
