I watched it, because it was described to me as a mini-series - I thought that meant it was "finished", so I was unpleasantly surprised when it ended on a cliffhanger instead.

Was it supposed to come back for a second season and it was canceled? Or is it just my fault to think this ended on a cliffhanger?

You have to understand the perspective. When SciFi aired The Lost Room their #1 original series was Battlestar Galactica. Which got its start as a mini just like The Lost Room. It wasn't out of the realm of possibility that they might get a series out of it. I imagine it was left "cliffhangered" for that reason. They didn't get the series, so that has to stand as the ending. And it didn't really bother me, Joe's story had come to enough of a close. It's not so much of a strech to believe Joe rode off into the sunset and put all the Items behind him.

wasn't exactly a cliffhanger, the story concluded, but another running concurrently was still set up to continue

The miniseries was engineered as a 'back-door' pilot for a TV series. This is why it ends the way it does.
