A question about S01E09

Having enjoyed the US re-make of this, I decided to watch the original. I am really enjoying it.

But I have a question about the old man in city hall who filled up the campaign car with petrol. I'm not really sure i understand what happened here. According to his answers when questioned by Lund (at about 53 minutes in) he just randomly filled the car up with petrol on his way home and then returned it to city hall.

Why on Earth would he do that? a) he's just the receptionist, so it's not his job; b) what if the person using it needed it? He'd have removed it from the school where the driver had parked it?!

Why would anyone just randomly refuel a car and then take it somewhere else? (I wouldn't be happy if someone did that to my car!)

I think there was a pool of cars that people used so if while he was putting petrol in a car there would be others back at City Hall if someone wanted one.

But he picked the car up at the school, filled it then took it back to City Hall. He would have thus left whoever had been using it stranded at the school! Another pool car back at City Hall wouldn't be much use.

Can't imagine why he'd just randomly see a car parked somewhere, take it away fill it up and then leave it somewhere else!
