Vampires are "allegic" to holy water.

Priest can turn water into holy water by blessing it.

Vampires are 70% water.

Therefore they just need to bless all the water that makes up vampires in order to destroy them.

QED.

Yes, in the Christian faiths, a Priest can bless water, making it Holy Water, although (here at least) it's not just tap water, it is purified water sent in sealed containers.
There is nothing to back up your 70% water claim, unless you're basing it off Human biochemistry, which is likely very different to that of a theoretical vampire.
Priests also need to be near the water when they bless it.
In reference to this movie though, the vampires were not phased by Holy Water.

in the general war against wamps they could start blessing oceans and lakes, most rain will the be like acid... i mean also to wamps.plus handy to have such power in abundance. and they should bless our water supply, then most water (read blood) in us humans would be like poison and they would freaking stop biting us.... end of war but sadly also movies.

very logic approach - only problem is that the concept of vampires isnt logic....
