Did They Ever Say How....?

I liked this movie, but did they ever say how the zombies just hit Philly all at once like a tidal wave in that opening scene?

I think I remember the one guy from The U.N. or whatever saying something to the effect of "the barriers", but I'm not sure. Been awhile since I've seen it. If that was the case I just assumed that perhaps they had the army stationed on the outskirts of the city, but they eventually became overrun when the zombies became more numerous.

Anybody know? Thanks.

It was mentioned when they were on the ship (I think) that airlines were the perfect delivery system. As unrealistic as the speed at which the virus hit was, if you assume the 12 second thing to be true, all it would take is ONE carrier and the city would be overun very quickly.
