I agree that she's facing the camera. Light on the side of her head looks more like it could be her cheek, not light on her hair. IMO, her elbows are slightly bent behind her in a way it would be if someone had her hands in her coat pocket.
Its an unsettling photo and I was wondering what it was as well. It doesn't help that the lower half of her is so dark it blends into the lower environment...or it just doesn't exist.
