When he answered the phone and said that. What was he talking about? Who was he talking to?

The police were calling periodically to make sure he was staying in the house. I assume this was a code phrase he had to repeat to them so they knew it was him (although I don't know why he couldn't just tell it to someone else covering for him.)

"My name is Paikea Apirana, and I come from a long line of chiefs stretching all the way back to the Whale Rider."

There was mention of voice recognition when they were making the house arrest arrangements. So I'd guess it was just a key phrase they were using to confirm his identity. A different phrase each time, but phrases that clearly demonstrate his voice.
