im on season 4 rewatching and so far we got carla, john mahoney and simon, and i believe there was someone in season one also,
they keep giving us new people who burned micheal. its like a pyramid of management that never ends

UNCOVERED SPOILERS AHEAD -
Management (John Mahoney) set Michael up (using activities Simon actually did) to be burned by the CIA, Vaughn had picked him out (as revealed in Simon's audio tape) as a promising operative for the organization, possibly at Anson's direction
Carla was just Michael's handler while he was under Management's thumb, and Simon was another operative

Carla was Michael's immediate superior, but she had superiors she feared, people pulling her strings, which made her lean harder on Michael for results (remember how scared she seemed, right before she was killed, Management was coming, Victor had 'gone rogue,' she knew it would not be good for her)
correct, the people from the NOC list who were killed/captured between seasons 4 & 5 were Management's operatives...if they hadn't dealt with that all in that one ep, though, would you rather have had a 'get an operative-of-the-week' season? there wasn't really anything else to be revealed to Michael (doubtful any of them would've known about Anson), so showing him helping to get them really wouldn't have contributed anything to the ongoing story, IMHO
