I believe they were in the process of being arrested at that time. It's been some time since i've seen the film, but I think that's how it went down.
There is nothing that indicates that they were being arrested that I can think of, and it seems like the movie was trying to indicate that they were only arrested after she warned him and he escaped. Any other explanations.

Hi pobasted - I'll have to watch it again, as my memory is vague, but wasn't the resistance there to kill Yee when he came out? Also weren't the people Yee worked for suspicious of him at that time and following him? So when she warns him and he runs out, the resistance (not knowing Yee was being watched) probably made a move (giving away their cover) and were caught at that point, and arrested. They let Yee go, and then went after the woman, knowing by these actions that she worked for the resistance. That's how she gave them away. Like I said, I may be way off, i'll have to rewatch.
