sorry if I have missed something but why did the car blow up after the guy made his escape and how could the power cuts help track down the kidnapped cardinals? I know there was a reason for cutting the power but I couldn't work out how it aided the investigation

The car blew up because the ones who sent the assassin wanted him dead. They set him up.

The police knew the bomb was somewhere in Vatican City, so they cut off power, so they can see in their camera if the power went out there, then they have found the building the bomb contained. Making the investigation easier.
