Possible plot hole?


SPOILERS AHEAD!!


So, we have USA and ASA, with Texas as independant, and Hawkins is trying to help USA to convince Texas that ASAs government was hiding that they know or even organized the bombings, with the help of the sole remaining warhead...

BUT, isn't there a warhead that the USA captured which was intended for New York, so they must still have it, why would anyone need the Hawkins's bomb to prove that it's not Korean but Russian from the custody of USA!?

It's been pointed out a couple of times that this is the only way to convince Texas, and when he lost it he tried very hard to get it back, when actualy all they had to do was to tell the USA to show the data of their bomb to Texas, and that's it!?

It's plausible that US is aware of the nuclear bomb but is not sure of its exact intended origin. Majority of Soviet era nuclear weapons are moved to the US to be destroyed. The false flag said that radicals by domestic terrorist were backed up by Iran who paid and North Korea who carried it out. So from the remaining loyal US government, they saw it as Iran paid North Korea to put together stolen Soviet US property to be carried out by domestic terrorist. Remember that majority of the ASA government are people from the former US who ever part of the greater plan or who saw the US dead. So it is so easy that the police captured the nuclear weapon and ASA or JnR employees took the weapon and the left a false report on the origin story. You also have to ask yourself, why did the states east of Mississippi River never joined? Could it be that the remaining government tried to salvage as many as they could and they refuse to join? Just some of my theories.
