the movie never actually proved that Anwar was innocent
Anwar gives a bunch of names of supposed terrorists while he's being tortured and Freeman proves that they're actually the names of soccer players. It convinces Freeman that Anwar is innocent but it obscures the possibility that Anwar still could have really known the names of terrorists. In the moment he gave up those names he may have just wanted the torture to stop while at the same time he obviously didn't want to prove his involvement in terrorism. If he were guilty and tortured again it's possible he would then be forced to give up the real names of terrorists. The director Gavin Hood said he intentionally kept it ambiguous as to whether Anwar was guilty or innocent.
