Was he a detective or a bad guy? I dis not understand.

Well, in the opening scene he was clearly a detective/inspector working with the two other law enforcement guys, but may have been crooked by then. When he re-appeared on the train as the new bunkmate, it became clear as the film progressed he was 100% bad as far as his then-agenda.

So he was a good guy gone bad.
