It's obvious that it's a modest success at best. So, there wouldn't be any money for upkeep and maintenance. Being right on the coast, the elements would be harsh to the buildings. Without a lot of money for upkeep, it would be easy to see how it could fall into disrepair in 20 years.

It could have been an old decrepit structure that they added to or modified in some way to function as an inn. It's not common to build a goat house for an inn, even if it's on a Greek island...
