it sat on the shelf for 4 years or so, it should have been a direct to dvd release

Hot Tub Time Machine didn't sit on the shelf. I believe you might be thinking of the 80s themed comedy Take Me Home Tonight that sat on the shelf a couple years. Besides, HTTM did moderately well and was generally well received.
