Were the aliens evil for the sake of being evil? Or were they acting purely on instinct?

They are wild animals acting on instinct. Which makes it stupid that a bunch of government officials wanted to turn it into a weapon in the first one. You can't program a creature like that to do your will. Anymore than you could a lion.
