There is no way to know for sure since it isn't spelled out in the movie. There were pictures in his house that Peggy was looking at. One was Newt with a girl and one was Newt with a guy. That makes us wonder if he's straight, gay or bi. But then we are just putting our own stereotypes on him by assuming, aren't we?

There was the scene where he kissed Peggy as well, but then later he said he can't be in a relationship with a woman. And in a more reluctant tone, he mentioned he can't be with a man either. Then he mentioned he's celibate. Well, he didn't come across as the religious type to me, so I doubt if thats why he's celibate.
Perhaps he cannot physically have sex or maybe he's asexual (not sexually attracted to people). Whatever the case, it seems its left up to the viewers to decide what Newt's issues might be.
I liked how the writer/director presented Newt's character. There were many clues about Newt but there were not enough pieces to put the puzzle together. That basically leaves it up to us to decide how we see him.
