This was obviously a short film pretending to be a feature length.

The film runs for 67 mins not including the 10 mins long credits -a credits run worthy of Star Wars by the way.

If they had cut a lot out it would have improved the film, they could have cut out the singing in the car.

Yes, I agree with you.

They could too have cut the part at the car wash where Morgan is talking to the workers.

No, this scene was important in stressing the joy of living -- joie de vivre -- particularly since Morgan's character was trying to come out of a four-year career slump and the lack of confidence thereof. He explains to Scarlet: "Interaction with others is the spice of life" (paraphrased).
