My answer: Because she's hot
My serious answer: Because she left to Japan before Rogue's plan/chance came to fruition. She had respect for her father and thought he's untouchable yakuza boss, sending her his head means a lot. Maybe he gave her a chance to leave yakuza business stuff because we see a note that says "make a new life".
Poetic justice she ordered him to take the heads of the Triad boss' family so he gave her own father's head. Also Rogue did state that it wasn't his policy take out people's families.
The world is quiet here.
