why couldn't Peter and Susan return just because they were too old?

in the end, Aslan says that's why they can't return. but technically didn't they live in narnia for like 15 years? they would've been way older than they were in prince caspian yet they were still in there

Wow, that's a really interesting question - I never thought of it that way!

but they had things to learn for their lives as teens in our world. by the time caspian ended they have matured and gone through puberty as being shown by susan and caspian relationship.

It wasn`t so much that they were older that was the problem, its more that there is no longer a need for a `High King` or `Older Queen` in Narnia once Caspian ascends the throne.
There is however, be some need for the `Younger King` and the `Younger Queen` in a few Narnian years which is why Edmund and Lucy will be returning.

Aslan says they must learn to live in their own world - they are at an age when they are moving fast towards adulthood. If they are mentally half in Narnia, they won't fully live in their own world. That's why.
