Towards the end, when the top mafia guy was inside the circle and the cop gave the gun to the head officer, was that meant to kill the guy in the circle? My husband wants to know if the guy in the circle was executed by the cops. He says it was implied but no shot was heard.

It was the father's gun so I feel the gesture was meant to indicate that the father's death had been avenged. If anyone was to execute the man, I think it would have been Bobby/Phoenix, therefore I believe there was no execution.
If to stand pat means to resist evil then, yes, neighbour, we wish to stand pat.
He was given a gun for protection while he was on special assignment on the police department. They caught the guy, so his special assignment was over, thus he returned the gun. He later when through the academy and became an actual police officer.
