For what reason do people call somebody "Skipper"? What does it mean?

Actually Skipper is the person in command of a vessel such as a boat.

Skipper is an old Navy expression for Captain, not that I would have ever, ever have called my Captain 'Skipper!' Skipper was for PT boat captains (usually Lieutenants in pay grade) or for the COs of aviation squadrons (also Lieutenants).

shareI also wondered if this explanation was the reason. Tom Selleck is a fan of the Detroit Tigers and I don't know if every big league baseball manager is called Skipper but living in Detroit, that's what we've always called the Tiger's manager. So I figured that was an homage.

The character of Officer DeAngelo, who uses the term "Skipper", comes across as not very bright, and it is unlikely he would have known an obscure fact like that about the Tigers, especially since Paradise in nowhere near Detroit. Also, since Paradise is a seaside resort town, the maritime reference seems much more likely.
Jesse Stone is a fan of Ossie Smith, but never mentions any attachment to any particular team. Magnum, P.I. was a Tigers fan, but Jesse Stone is not.
Again, if it is only DeAngelo (D'Angelo), it could simply be he did a hitch in the Navy before joining the force.

I think it was originally a name for any master of a ship. Then it was used for anyone in charge of a team. It is abbreviated to skip in English bowls teams.
