I wondered that.

The next time I noted they were handing something to a policeman and just acting like they belonged on the project.

Also the drill was completely covered.

They brought it thru a storm sewer entrance, they mention it when discussing the drill with Roman before they get the ball rolling...

"Well, isn't this place a geographical oddity! Two weeks from everywhere!"
