I don't get this either. The movie has a lot of in-jokes ("Congratulations on the enormity of your success") and clever foreshadowing and just generally things you pick up on a second viewing.
But the butt pinch is one I still don't get... I assume it's just him screwing with Bank when everything is going wrong for him.
Pretty much. Saul knew his character had Bank's number being the inspector and was just trolling him and keeping up the persona of an odd eccentric man.
