It's not new and if you're a fan of 30 Rock/NBC's more off-kilter comedies in general you've probably seen it, but I'll never be able to recommend Scrubs to ANYONE enough.
The first 5.5 seasons are amazing, as is Season 8 (there is no Season 9...). All the basic archetypes from 30 Rock are there but in a different situation and thus act slightly differently - i.e. Turk is the closest to Tracy there is (no, I don't mean race, just his personality) but because he' a trained surgeon, even his 'dumbness' hides a deeper educated side. And I'd argue while the good-jokes-per-minute level is the same, the drama is much higher and so you can't help but 'attach' to the characters even more.
Sure there's some different 'techniques' going on (first-person narration/fantasies, etc) but in general, as a very funny comedy with moments of heavier drama than is usually expected? It's right up there!
In fact, I'd argue that without Scrubs, there would be no Community, Parks and Rec or 30 Rock. The Office? Maybe there'd still be an adaptation of the Brit one, but how it ended up with the background cast being almost as important as the main ones towards the end (at least in the episodic plots, not so much the big multi-ep arcs)? Definitely rubbed off from Scrubs!
