Shark Survivor - Mystery Crime?

Ok so those of you who have seen the episode in season 1, episode 3 - Shark Survivor was about a group of 5 people on a yacht going from the northeast coast of america down to florida but halfway through they get hit by a hurricane since they were effectively taking the route that is known as hurricane alley... they radioed the coast guard a few times but they didn't get a physical rescue due to the dangers in the storm but the coast guard knew that they were in danger off the coast of North Carolina. The boat was named Trashman and of all that went wrong, almost everyone died except for 2 people. 2 died from hallucinations after drinking the ocean water and were eaten by sharks after walking off their dingy raft. Another person succumbed to a major injury on her back and a deep cut on her leg that was bacteria ridden... if she held on another 5 or so hours she may have had a chance but she did die.

Anyway after the 2 remaining survivors are rescued by a russian vessel they later find out why the coast guard wasn't looking for them... supposedly someone had called in that the Trashman was back at the harbor... who and why would someone do that?
