Ntsc/region 1 director's cut?

When/how can I get this? All I can find is this:

However it is not available even though it was supposed to be over a year ago. I really want to see the extra 15 minutes :(.

It's available in Germany but you need a DVD machine that can play R2-PAL

I know, that's why I'm wondering if there's a region 1 of this. I don't have a machine that can play Pal.
