Because everyone else who works there are elves, and the only human people are related to Santa...same goes for the efficiency inspector guy.
It really should have been explained.

Well the efficiency inspector was sent by the company that runs holidays. He talked about shutting easter down and cutting budgets for the tooth fairy (nice reference to Terry Pratchett's Discworld series I thought).
Clyde (the efficiency inspector) hated Christmas and was determined to shut the holiday down. If he would have been an elf, this wouldn't have been an issue, seeing as they work to make Christmas work.
As for Elizabeth Banks' character, well she was good with numbers like Willy mentioned when we first saw her.... And none of the elves seemed to mind her wearing slutty Christmas outfits, so why should we ;P
