Yeah that plot-point is a little weak... Maybe "The Board" are like "The Auditors" on Discworld?

Don't know as far as I am aware of that is never mentioned in the movie who Kevin Spacey's character works for, or who has the authority to fire Santa, and I don't know if it would be god. Kevin Spacey's character does mention the board one time in the movie but that is it.

It's a fictional movie. Clyde is part of an agency that makes sure Santa, the Easter Bunny, The Tooth Fairy, etc. are all doing their jobs correctly. Just like any legit business has people checking in on them to make sure regulations are met
He is a villain who dedicated his life to ending Christmas basically. Maybe he started it to feel powerful or something....it's a fictional movie and that's how they're portraying it.
