You are perhaps not aware that the US Military has bases all over the world??

There are definitely no bears in Germany.
There had been one coming from Austria and they killed it years ago.
The wolves and bobcats are back in some parts but no bears ... people would have noticed.
but even, they shouldn't be able to do anything outside of their base no?

there are many US bases in Germany left there after WWII ended. K-Town for example is full of Americans, or in German Kaiserslautern. There are many bases in the UK, but as noticeable as in K-Town.

Nor taking the surfer in Germany all the way to Siberia, there must be something a bit closer if he's that dangerous.
It was so obviously shot in Vancouver too. That whole sequence was awkward. Took me right out of the movie.
