I agree with you. I was thinking exactly the same thing during the 'Wind Chill'.
Don't get me wrong: I also enjoyed 'Silent Hill' (the movie) but to be honest, it wasn't what I was expecting at all. SH had way too much cgi effects and lots of nonsensical sequences. This film however, sort of has the dark atmosphere that 'Silent Hill' should have had. The right music, the right image and the right locations.
Gregory Jacobs could have done a much better job directing it. And this is most certainly a coincidence, but the background sirens totally made me think of SH.

I also thought "Silent Hill" a few times watching this movie. First time was in the bathroom - kinda made me think of Silent Hill 3 when she wasn't able to get out. I was worried for a minute she had slipped into the "dark side". Also the guy walking by the car with the barbed wire wrapped around him reminded me of the "prisoner" demons in the SH movie. I liked the SH movie, but this one did have the same sort of "vibe".
