If Dodds hadn't entered the election, the "computer glitch" would've made Kellogg win all 50 states. And they expected no-one to find rather suspicious in the slightest? How did they expect to get away with that exactly?

Dodds didn't win all fifty states, he won an overall majority. If he had won all the states that would certainly have aroused suspicion. Yes if Dodds wasn't a candidate, Kellogg would have won.
