A lot of them are a stretch because there aren't any rules for manipulating numbers to come up with 23. Or rather, the rule seems to be anything and everything goes.
Need to add two numbers together? Sure, but that's just the beginning. Need to subtract them instead? No problem. Divide, multiply, add a decimal, ignore a decimal, flip digits, ignore digits, multiply by 10, divide by 100, change to a different numbering system. Hell, if you're allowed to use any mathematical or logical manipulation you can think of, you can "find" the number 23 almost anywhere. But you can also find 13 or 7 or whatever number you happen to be obsessed with.
