Line about Afghanistan in SC

There was a line in Sharpe's Challenge (by whom I forget!) about Russia leaving Afghanistan. Given the year SC took place I'm led to believe that Russia was in Afghanistan TWICE and left? One in the first half of the 20th century and then again in 1988? Is this true?

Afghanistan was supposed to be a buffer state between British India (which included what is now Pakistan) and Russia in the North West. It was something called "The GReat Game" where Britain and Russia fought for supremecy in the region.
