Gene is an archangel in a purgatory for police officers who die and struggle to move on. Gene himself is revealed to have been killed in his first week on duty as a 19 year old copper, and he was buried in a shallow unmarked grave.
So he now helps other dead coppers to move on to the next life.. or the pub.
Sam tyler was killed in the crash, everything that happened afterwords took place in the purgatory world, including him waking up and then commiting suicide. Sam stayed in the world for years up until there final mission, and afterwords they went to the pub.. so Sam is now in the afterlife.
Ray, shaz, chris, alex are all also dead all along and all the events shown are just them trying to move on. Seems the longer you stay in the purgatory world you eventually forget you former life, Ray shaz chris and indeed gene had forgotten.
Was a sad moment when alex realised she was dead all along and would never see her daughter again :(
Everything correct apart from Sam waking up and still being in purgatory, how do you explain Alex Drake having knowledge of his time in the 70s? He woke form his coma, told his story then committed suicide.
I always assumed after the finale of Ashes to Ashes that Sam never woke up and told his story, Alex is in purgatory right from the start, she's just piecing things together in her comatose state after the gun shot so she is prepared for Gene and the others...it gives her a purpose in there and keeps her fighting.

One thing I wondered about is how the people who arent police officers got into this world were they constructs of the world or were they originally real people in our world. Sam met his mother in one episode despite the fact she hadn't died so she was an alternate world version of his mum or a construct and not his real mum and in Ashes to Ashes there was another officer (Cant remember his name) in this world who killied his younger self without causing a paradox
This then begs the question (I haven't seen the final episode of Ashes yet): What about Annie? How did she die, originally? Everything I have read about the ending mentions Gene, Sam, Ray, Chris, Shaz and Alex, but not Annie.
Sam saw it happen when he was young, it was the memory he repressed and was hinted at throughout the first season, finally revealed in the last episode. It's not explicitly stated that he killed her but the beating was a lot more intense when Sam didn't intervene, and as his dad was never caught it can be assumed that that's how Annie died.
It was a way of helping her move on. Gene was a symbol of safety and strength to her so she subcosciously projected him into her memory of her mother dying.
It's explained in ashes to ashes in the last episode. Alex tried to find out what happend to Sam. She heard, that his car crashed into a river, but the body was never found. Later, she found out, that Hunt took Sam and Annie to Nelsons Bar (entrance of heaven)and faked Sam's death.
