So obviously "Sherlock" and "Mycroft" are both in this, but the first qualifier judge ("This man is from the offices of University Challenge!!")...is that Andrew Scott? Maybe uncredited?

No but much of the cast has gone on to much bigger things since this film

No but a man in a picture of past University Challenge contestant looked like Scott.
