Why didn't Ned already have someone in the back of the pick up truck when he got to the train? Surely that made more sense than getting Will to make that suicidal jump from the train

Maybe there was no one available who had experience of driving a train. Remember, originally Ned was only supposed to throw the points switch. He didn't plan to race the train.

Agree. Why not have a police officer drive the truck, and so he can get on the train head.

Because Ned was just a lead welder for the railroad. He wasn't an engineer or hostler.
