Connie was a bitch
The way she treated inspector Werner at the beginning of the movie. Apparently, someone invited him to talk to the kids, but she belittled him. Not a likeable person, thereafter. Then, she was promoted for doing....not much more but to belittle his boss. She's smart and well-experienced but certainly not a people person.
