Help explain the quote

This is what 'Gus' says to Joanne:
"You know, I've found, in my business, that when people with time on their hands get involved in politics, I start forgetting who I'm supposed to be shooting at."

I can't seem to make any sense of it. Any help is appreciated.

Means that stupid politicians with stupid ideas are just as bad as the enemy, they get people killed.

in this reqard the quote wasn't directed at politicans..it was directed at people who fancied themselves politicians; they had money and time on their hands (a dangerous mix on the best of days), so when they applied both to politics, mistakes followed.

it is better to have a gun and not need it, than to need a gun and not have it

@mefiu_foks My interpretation of what Gust said was that people like Joanne Herring muddy the waters, making it harder for Gust to know who the bad guys are.
