Culver City

Hi there,
there is a scene wherein Liam wants to say something to Joe (his writer friend) about Addy when he interrupts saying "Oh, enough with Addy! Come on! I am gonna lay out a general rule here. In America, if you hook up with a 16-year old girl, you go to prison for roughly 20 years. And I am not talking about Culver City." My question is what did he mean by Culver City. I get that by committing what's mentioned above, Liam would go to a really big prison meant for felons. But what's in Culver City? By the way, I am pretty sure what I heard was Culver City. But if it's anything else, please feel free to rectify what I think I heard.

In the U.S........

It would be so nice if something would make sense for a change.

I don't remember this line, but Culver City is one of the suburbanish cities in the sprawling Los Angeles Area, and, like Burbank, has some film and television studios located there. It could be where some of the exteriors of the movie were filmed, and the character is referencing the area they're actually in (and implying that prison is not comfortable and predictable like that environment).
