I think she looks like Arielle Kebbel. That who she just reminds me of.
shareI think her name is Star Lapointe and she plays Kelly in the movie. She was with them at the carnival. They do that all the time to increase the sales, by putting an attractive girl, or person who's a big name but has a really small part, on the cover. Such as with Halloween Resurrection they had Jamie Lee Curtis at the very front when she was only in it for 10 minutes. I agree that it should have been Colby (David Paetkau).
