Because he isn't as famous as Wahlberg, and they (producers) thought they needed someone to drag viewers, not trusting on the story by itself.

They did use him in the movie. He has a very small role.

honestly, yeh it would have been better and kinda cool.

Alot of ppl still remembered the classic Max Payne from the very 1st game* though.

(*i.e. Dean Winters)
